As stated by the Federal Reserve, appraisal reviews "ought to decide whether the appraisal or evaluation is appropriate for the transaction, the liability of the transaction, and whether the manner by which the collateral valuation is accomplished guarantees independence and quality." They "must also announce whether the appraisal or evaluation report matches the letter of engagement, which sets forth the scope of the appraisal assignment." Lastly, the Federal Reserve says that "some institutions add typical reviews with post-funding assessments of appraisal quality for any of their high-risk or larger-value affairs as a means to aid in discovering valuation dilemmas."
